Studied Law at the University of Navarre (1973-78), member of MICAP since 19 October 1979. Urban Planner through the Institute of Local Administration Studies (1983). Member of the Navarra Council, the superior consulting body of the Autonomous Community of Navarre, since 2006. Since 2016 he has been its President. Member of the Commitee of Experts on the protection of lawyers (Conuncil of Europe).He has been dean of de Pamplona Bar Association from 2003 to 2015. Currently, he is an elective councellor of the General Council of Spanish Lawyers and patron of the Fundación Abogacía Española. He has the insignia of gold and diamonds from the Pamplona Bar Association, the Grand Cross for Merit in the Legal Service and the first-class distinguished Cross of the Order of San Raimundo de Peñafort. Professor of the Master of Legal Practice (MICAP & Public University of Navarre). Specialised areas: Administrative Law, Urban Planning, Civil Law, and consulting/advisory to local entities.
